Carb set up please help

Apologies I am from the UK !!! I thought I would ask the experts >
I have a 2002 EC250,..Ineed some help with settig up the carb, I live 300 feet above sea level I am currently running all stock needle and jets 178 high and 38 pilot.
In my manual it saysthe throttle valve cutaway is 7 what is this ?
Are the jet sizes ok ?
Should i change the stock needle if so what to?
Where should the needle clip go ?
What does LTR mean ?
And finally do the reeds have to be flat against the valve body, or do they have a small gap, I have boysen reeds, and dont know if i should change them or not ?
